Tropical Cyclone Alert : Typhoon Leon (KONG-REY) TYPHOON “LEON” HAS WEAKENED AND IS ABOUT TO EXIT THE PHILIPPINE AREA OF RESPONSIBILITY. Location of eye/center : The center of the eye was estimated based on all available data at 445 km North Northwest of Itbayat, Batanes (24.5, 120.2). Strength : Maximum winds of 120 kph near the centerand gustiness of up to 165 kph. Forecast movement : Forecast to move Northwestward at 25 kph Forecast position : Nov 01, 2024 08:00 AM - 655 km North Northwest of Itbayat, Batanes (OUTSIDE PAR) Nov 01, 2024 08:00 PM - 940 km North of Extreme Northern Luzon (OUTSIDE PAR) HAZARDS AFFECTING LAND AREAS Heavy Rainfall Outlook Refer to Weather Advisory No. 19 issued at 11:00 PM today for the Heavy Rainfall Outlook associated with LEON.   Severe Winds   The wind flow coming towards the circulation of LEON will also bring gusty conditions (strong to gale-force) over the following localities (especially in coastal and upland areas exposed to winds) outside Wind Signal areas: Tomorrow (1 November): Batanes, Babuyan Islands, northeastern mainland Cagayan, and eastern Isabela. HAZARDS AFFECTING COASTAL WATERS A Gale Warning is hoisted over the seaboard of Northern Luzon. Refer to Gale Warning No. 8 issued at 5:00 PM today for the details.   24-Hour Sea Condition Forecast Up to very rough or high seas: Up to 6.0 m: The seaboard of Batanes. Up to 5.0 m: The seaboard of Babuyan Islands. Up to 4.5 m: The northern seaboard of Ilocos Norte Sea travel is risky all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside. Up to rough seas: Up to 4.0 m: The eastern seaboard of mainland Cagayan; the western seaboard of Ilocos Norte; Up to 3.5 m: The remaining seaboard of Ilocos Region and Cagayan Valley Region. Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels. Up to moderate seas: Up to 2.5 m: The western seaboard of Central and Southern Luzon; the eastern seaboard of Central Luzon, Southern Luzon, Visayas, and Mindanao. Up to 2.0 m: The southern seaboards of Southern Luzon. Mariners of motorbancas and similarly-sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions. TRACK AND INTENSITY OUTLOOK LEON is now over Taiwan Strait and is forecast to exit the Philippine Area of Responsibility within the next 6 hours. This tropical cyclone is expected to move northward in the next 12 hours then northeastward towards East China Sea for the rest of the forecast period. A second landfall over mainland China is not ruled out during this period. LEON is forecast to further weaken throughout the forecast period due to land interaction and unfavorable environmental conditions.
