For the second Red Flag Warning, from 11 AM to 7 PM MDT Wednesday. * WINDS...West 15 to 25 mph with gusts up to 35 mph. * RELATIVE HUMIDITY...As low as 5 percent. * IMPACTS...Fires will catch and spread quickly.
